SOLVED! I actually found it - What Eric Knew (Sebastian Barth #1) by James Howe. Funny, I've been trying to find this for years and years, and the day after I post it here I somehow come up with the right set of search terms...

This has been driving me crazy for years. As a kid (tween?) in the 90's I read a book with the following plot points:
The main character is a young kid whose older brother is considered a golden child - among other things, he volunteers to visit an old man who is a shut-in. It turns out the brother and old man are involved in some kind of drug operation. Throughout the story the main character notices that the church bells are chiming at strange intervals, and in the end it's revealed that the chimes were a way of communicating where a deal was going to go down. Fuzzier details: younger brother investigates the bell tower and discovers a rolled-up bill (I remember not knowing what this meant at the time). Also... possible there's an entirely parallel storyline with the younger brother and his friends in a cemetery....?
