As I was getting my financial aid in order to start my first year of medical school in August, it was explained to me by our FA office that interest now accrues on loans for graduate students as soon as they are dispersed as per the Budget Control Act of 2011. Has this struck any other graduate students as rather interesting (Read: suckling on the educational aspirations of hopeful professional students)?
This part of the act was included to try and force Congress into functionality. It didn't work of course. Nothing will. But now the Right is trying to wiggle out of a deal they forced on us by holding the whole country hostage in the debt ceiling deal, costing us our credit rating in the process. And now our Corporate News Media is sitting on their thumbs on Sunday and allowing these guys to skip the history of the sequester and say Obama wants to gut defense.

And if so, why is that not an issue that is being addressed by congress?
From what I understand as long as trump resumes funding to W.H.O. this does not violate the act, but I encourage you to reaserch it yourself.
The Fixed-term Parliaments Act 2011 only allows for two ways in which a general election can be held before the end of its five-year period: an explicit majority no confidence vote in the government or over 2/3rds majority vote for an early election.
This gives MPs more leverage over the government than they had before, they can now maintain confidence in the government, even if they vote down: a Queenβs Speech, a Budget, a key piece of legislation. Not even a vote of no confidence in the Prime Minister would suffice.
That means that MPs (if they have the numbers to do so) can hold budgets hostage. I don't know what happens in this situation, but it can't be good. Both the ERG, and more recently the DUP, have threatened this. It would result in a face-off between the government and its opponents, and I'm unsure of what would happen next.
The government (or the opposition) could capitulate.
The opposition could decide to call a no confidence vote.
The government could attempt to repeal the FTPA, though the same opposition holding them hostage would probably also veto this repeal (unless the act specifically was the reason for the opposition, in the recent threats it isn't). So this option has a high chance of failure.
A budget could be perpetually blocked. An emergency budget may be issued and voted through. If one isn't, I'm not sure what effects that would have on the functioning of the government. A shutdown similar the the US, with skeleton crews? Complete shutdown/blackout? Continuation of the status quo?
If anyone has any further information about this I'd be interested in hearing about it.
