I mean, I am the Roman Emperor, and who is going to manage this field on Health, Defense, Treasury, Education, the Interior? Did the Romans have an institution similar to government ministries or the Cabinet today? When did the setting up of government ministries and departments start? I mean, the Roman Empire is very large, isn't it, so I wondered if there was an institution like this the Romans had?
Today the Secretary of State of Health and Social Care made a statement to the House:

>With your permission sir, i'd like to update the house on a matter in regard to the administration of the NHS. Namely, the new guidelines my department has issued on the matter of block hiring policies.

>Mr Deputy Speaker sir, since my appointment as health and social care secretary I have been travelling around England trying to learn about what we can do in the remainder of this term and looking beyond to really help the healthcare professionals in this country who are often hindered by bureaucracy or pointless policies that do nothing but hinder. At one of these meetings, in a meeting with mental health professionals in Northumbria, where I was mainly discussing proposals to make a National Mental Health Service out of the investment plan in the most recent budget, I learnt about the plight of this specific unit brought on by block hiring policies.

>Block hiring policies had lead to a specific integral function of this unit, plain and simply not happening due to a sabbatical taken by the member of staff. It was not the fault of the member of staff but rather a failure due to the policy in question. In most workplaces, when someone takes leave, a temporary replacement would be hired if the job couldnβt be taken on by a single or number of members of staff on the team. In some NHS trusts, when someone takes leave, that position is left unfulfilled if it is not possible for members of staff to take on the role, as some NHS trusts only allow hiring at one specific point of the year.

>This leads to huge backlogs, severe disruptions to service, and most damaging, it leads to a huge drop in quality of care, and sometimes even unfortunate deaths as care couldn't be received in time or in The right way. And for little benefit may I add, block hiring policies provide little to no benefit to the NHS.

>So in that regard, the department has issued strongly worded new guidelines forbidding NHS trusts from using these policies where a serious hindrance to care is likely to take place, or for temporary appointments or for replacements of leaving staff members. These policies must end, we must remove every hindrance to the NHS performing its duties.
