Just a thought that popped into my head, but I kind of like it. Maybe something like 5-10 max HP for Revivify, and HP halved for Raise Dead? Half might be a bit much, but what else might a cleric pay to forego that material cost?

For a little clarity, the above is something I'm considering using as a cleric player, specific to the setting and character I'm playing. I would be very uncomfortable just implementing something like that in the game I run, so I wanted to ask from the DM perspective.
When DMing, I do provide material components, but I'm also very interested in the idea of overreaching as a spellcaster. YMMV with success at a cost, but I do like a good contingency plan.
So hear me out... what if the Night's King doesn't raise the dead, but instead does something akin to wargging them- and controls them like puppets. Same thing with the other White Walkers and the dead that they control. The Wights aren't individual beings but more like a hive mind with one central mind controlling them. That would explain why they seem to move like liquid. It would also explain why they seem to stand around doing nothing when the NK or WW are focused on something else. It would explain why they never fight themselves, just always stand off to the side of the battle. It could even explain why the Wights in the library seemed to just aimlessly shuffle around until something caught their attention: whoever was controlling them was focused on something more important until there was a noise that drew their attention. This is also why the dead go back to being dead when whoever controls them is killed.
So with thus is in mind... what does Jon/Daenerys need to defeat Cersei? An army. What is laying all around them? An army of the dead. Who is a very powerful warg that can even control conscious beings? Bran. Cersei might not be the end boss after all. Bran could try and control the dead like the NK did and end up becoming the thing he was fighting against.
Is it time to clean house here in this cesspit of negativity, self-pity and defeatism on /r/Anarchism ? Or should we all just give up, raise the white flag, and carry on making petty and snide rebuttals to each other, playing silly "I'm a better Anarchist than you" games, and jerking off to rebellion porn videos, drying our eyes about endless reports of injustice by upvoting and doing precious little else, and rattling keyboards instead of AK-47s against the state and the global rise in Authoritarianism ?
Realistically we only have about 12 years left (or less). Why? A long time ago now, I created a [relatively comprehensive theory] (https://www.reddit.com/r/Petscop/comments/84zs10/a_mostly_comprehensive_theory_on_how_rebirthing/) on what "rebirthing" could entail. Basically, I proposed that the target audience of Petscop was small children, and the underlying purpose of the game was to scan and predict human behavior in order to synthesize exact artificial duplicates of human minds. This would then serve as a storehouse or "library" of children's minds in digital form, for the ultimate purpose of essentially "resurrecting" the children at any time.
Now, I am perfectly willing to be called out for one big confirmation bias, but it would seem that the last few episodes (especially Petscop 19) have served as a "smoking gun" for a lot of what I predicted, as well as modifying some other ideas.
First, let's take a look at some basic themes of these episodes. The about page update for the channel says "In a way, recordings have the power to raise the dead." This is the original purpose that Petscop and rebirthing had, instigated by the deaths of Marvin's friend Lina and Rainer's brother Mike. We literally see Mike playing 10 files worth of Petscop, even though he is supposed to be dead before Petscop was created! These are not corporal, flesh-and-blood children in these demos, at least not some of them, but rather the prototype versions of AIs, gradually learning their environment.
After all, these are ridiculously easy puzzles in Even care, and we would expect that even small children would not have much difficulty figuring them out. However, the behavior we see as failure after failure in Petscop 19 is very much what one would expect when training AI. Just try out an online applet of machine learning to see for yourself. In fact, the technical term of each step in the process of training artificial intelligence are called "generations", especially in Genetic Algorithms, which is the same terminology we see in Petscop.
Another term "Room Impulse" also seems to be an odd word choice. The player seems to be able to select a room, and tune into each demo recording of that room as one might tune a radio. The "Impulse" might be referring to a goal parameter being set, as each room as its own measurable goal the AI judges itself on.

We've seen freshly frozen dead, scaly dead, and skeletal dead rising from the ground (outside 3eyed ravens cave). How soon before/ after death does the NK or others have to raise them? We know Lady Stoneheart was well into decay by the time she was raised by Beric. But just how long it can before they are nonresurrectable does not seem to have been established...
What's driving the question home for me is the Dragon skulls under Kings Landing, including Balerion's now mutilated skull. If memory serves their bones are down in the crypts. And there was at least one crushed as the dragon pits collapsed as well.
Additionally, didn't one of the Dothraki Riders also found a skeleton in the Red Waste. And in the Iron Islands, on Old Wyk, the court was made from a slain sea dragons bones.

So during the High Hall scenario, the party brazenly charged into combat, and ended up running into both the >!Barbed Devil and his crabs!< and the >!Merregon and his hell hounds!<. The sorcerer went down during the fight, and I had a merregon take two swings at him while he was unconscious, killing him instantly (we stream our games -- this link is timestamped for the merregon's turn). The rest of the fight was demoralizing.
We ended up ending the session after they made it into the catacombs, because of said demoralization (also we were around our normal session length), and during our post-session wrap-up, one of the players said she wanted to find a devil to whom to sell her soul to raise him from the dead, after learning that that magic is well beyond Pherria's capabilities (she recommended the High Overseer, or Gideon Lightward, but she hasn't seen either of them since the fall).
Later that day, while the other PCs licked their wounds, >!Gargauth!< spoke to the Shield wielder. He essentially just wanted her to kill an innocent (so any one of these survivors would do), but he decided to torture her in the process. The phrasing I used was:

I am trying to come up with a reason(s) for a necromancer in my dnd world to try and revive powerful beasts other than "He is evil and wants to take over the world". I really want to have a villain with morally justifiable aspirations the present my characters with something other than a generic villain.
The context of the world is that the king of the empire that rules the continent has focused his attention on obtaining immortality and eternal youth. The only other plot points that I have been able to come up with that I like is that the players found a gem of immense magic energy for a hooded figure. (The hooded figure saw them kill some people and is blackmailing them into helping him retrieve this gem that was inside a tomb. I am thinking of setting him up to be an heir to the throne or somebody that was wronged by the king and his advisers btw.) Any help that you can offer as far as who the hooded figure is, what the necromancer's reasons are, or anything else really. Thank you so much, anything is appreciated.
Edit: I kinda want it to be a tragic story, for the purposes of a dnd game I kinda want it to be slightly more serious and invoke more empathy from the players.

With the strength of the titans I raised the prayer of necromancy, 405lbs from the ground, and set it back down. Brodins strength coursing through mine veins. Praise be to Brodin.

Your casual strut down the corridor comes to an abrupt end just as you pass a bathroom. You get a sudden cramp and a loud grumble, rumble then a long fart follows, vehemently, if you do not get into the stall like right now you are going to shit the floor!
With one hand on your front and the other on your back you scuttle to the bathroom as fast as you can, elbow the push door and shuffle to the closest stall, you try twice to lock it but you canβt and that was valuable time now thereβs no time to even lower the top horseshoe seat and you squat directly on the toilet facing backward as there was not a moment to lose. The eruption fires continually out of your ass and splashes with echoing loud disgusting guttural sounds; there is cramping there is pain there is aches and then more explosions. When you think it is over there is a slurp surprise that drops out and then a bit of a grid lock that you have to grip the toilet bowl with one hand and the horseshoe seat with the other and huff and huff and push and push squirming and eventually by habit you chew on the seat to avoid screaming in pain as you continue grunting until at long last and after much sweating and suffering, the release comes and an additional blast which nearly launches you off the seat but for both your hands gripping the bowl. Gasping for air, for breath, and exhausted you raise one leg and spin around while still sitting on the toilet and face the mundane direction the toilet was designed for. You are still gasping for breath when you notice a brand new limerick which catches your eye by a drawing of you getting doggy style action from a dog, you know the stick figure is you because it has long hair and someone drew an arrow to the girl under the dog with the words βThis is Hannah getting fucked by my dog!β

Let's face it, they're more than a bit too strong compared to other factions.
Access to Horde structures, full settlement access (not even Norsca's port+capital restrictions), Raise Dead, global and standard recruitment, Lore of Vampire access, etc.
Even after their unit nerfs they're still really powerful, a fact not helped by how neutered melee is in Legendary, and this being a primarily ranged faction.
Had the Raise Dead bug prevented Raise Dead on land, it would have been fitting and not too bad an unintentional nerf
