The government of the Soviet Union, unexpectedly, extended a formal invitation to Yugoslavia to join the newly formed economic union which gathers all Socialist states into a common market.
The Yugoslav leadership was not expecting this move, especially at such a time when tensions between Yugoslavia and the Eastern Bloc have never been higher.
The Extraordinary Plenum was opened at 12 o'clock in the afternoon by Marshal Tito himself. Appearing in front of other Central Committee members in a bespoke, double-breasted dark suit, nonchalantly puffing on a cigarette, he did not seem nervous, quite the opposite, he was calm and was even seen smiling a few times. He began in a calm voice:
"Comrades, I am opening the first, and hopefully last, Extraordinary Plenum in the history of our Party. It is not often we find ourselves in such a situation for which we are not the least bit prepared for. During the last year, since the Resolution of the Informbiro, our relations with the Soviet Union have been, some might say, irreparably damaged. I do not believe this is so. There were, and still are, voices within this very Central Committee, and our Government, who advocated a full turn towards the West in this trying time. 'Join NATO, take the Marhsal Plan' some have said. And to those people, I must say, again openly, what does that make us look like in the eyes of the very same people who voted us into power? What does that make us look like in the eyes of those who fell under the banner of our Party? No, that is simply out of the question, if we wish to retain our dignity and credibility. Now, as regards to the Soviet proposal from the other day, it is the opinion of me and several other older Central Committee members, that it should be considered at the very least. Yes, it is without a doubt out of the blue, and a lot has piled up in the last year between ourselves and the Soviet Union, but we owe it to ourselves as communists to approach the situation with an optimistic mind."
The Plenum lasted well into the night, with several short brakes being taken during the day.
During the Plenum two 'currents' could be singled out. One, headed by older, pre-war communists advocated a more orthodox, pro-soviet stance.
