If there are two identical rockets in vacuum, one stationary and one somehow already moving at 1000kmh, and their identical engines are both ignited, would they have the same change in velocity?

Given that kinetic energy is the square of velocity, if both rockets' change in velocity is the same, that seems to suggest that the faster rocket gained more kinetic energy from the same energy source (engine).

However, if both rockets' change in velocity are not the same, this seems to be incongruent with the fact that they are both in identical inertial frames of reference.

Hi Facepunch, I just want to make a small request, maybe I will be heard maybe not, but for me its worth a shot! I am really trying my best, I want to defend my base by shooting high velocity rockets. But really its not bringing anything into my pockets. The splash damage is way to small, for the time and distance traveled my enemy has long changed positions. Im not asking for an increase in damage, but maybe an increase in splash and speed, I know you can understand why and hopefully make these decisions. Please give this a thought, it will allow us to use this ammo item more often. Kind regards, a friendly rust boffin.
