After changing the thermal paste, my CPU was throtling, the temperature was just below 40 degrees but the CPU was not running at all. I tried running the bios again but it didn't work. Can someone else help me with a similar situation?

The rib is that all of these stories and interviews were made up and Apter created reporter characters and then wrote creatively to match their invented personas.
