United States intends to deploy air defense missile in Syria and Iraq

The United States intends to deploy the mobile short-range AN/TWQ-1 Avenger air defense missile system in Syria and Iraq to protect ground troops against the growing threat of drone attacks. The report said, along with its FIM-92 Stinger missile launchers, the Avenger is designed for protecting infantry against low-flying aircraft, cruise missiles, helicopters, and drones. Their vulnerability was demonstrated when Iran attacked two of them with ballistic missiles in January 2020, in a retaliation for the US assassination of Iranian General Qasem Soleimani near Baghdad International Airport.

🚨︎ report
In July, Putin warned about the United States' development of anti-missile defense systems, stating it would disrupt the global balance of power and lead to more conflict. Is he right to be concerned about this, or is he spinning events to fit Russian interests?

Here is the speech I am referencing

Here is an article summarizing the video

Here is a second article that touches on Putin's remarks regarding the United States' and NATO's defense program

Putin's line of reasoning (as far as I understand it) in this talk is that although the US claims it is only developing defensive capabilities, they will ultimately neutralize Russia's nuclear capabilities, and that will lead to heightened dominance of the US power. By his reasoning, the US will have a near complete sense of security in this scenario, and because of that will be more willing to instigate conflict, and will generally become more aggressive. Because of the restrictive cost of developing such a defense system, Putin says Russia's only option is to respond asymmetrically by developing stronger offensive capabilities. The crux of Putin's argument is that the last 70 years of relative peace is a result of the power balance between Russia and the US, and therefore it is important that this power balance be maintained.

  • Is Putin's description a fair analysis of US actions developing defensive capabilities?
  • Would we actually see a rise in conflicts if the US was able to neutralize Russian nuclear capabilities?
  • Putin comes across as quite genuine in his concerns in this speech. Is he right in his analysis, or is he spinning the situation in order to justify more development of Russian offensive capabilities?

edit: I noticed there was a rule change about linking to only videos as sources for a post. I did my best to find an article that summarizes the video. It is clearly a biased source, however the video is a primary source/direct recording of the talk Putin gave which I am referring to for this post.

edit2: Added a second article from cbsnews
