The GTX 1650 lists the Volta NVENC encoder in it's specs. Click on Specs, then go to view full specs. Compare this to any other 16xx or 20xx gpu. Here's the 1660 and 1660ti for comparison.
Nvidia Streaming responded to my tweet about this. Volta's NVENC encoder is comparable to Pascal's. However Turing's NVENC encoder is still 15ish% better.
If you're on a very small budget and want to get into streaming or recording gameplay or looking at memes on Reddit, skip the 1650, the 1660 is the cheapest card with the NVENC improvements.

Funny irony, specially him being the father of computerized cryptography which is a precursor that made possible for Bitcoin to exist, the tech that will eventually render useless the fiat monetary system that now puts Turing's face on soon extinct worthless paper bills printed by the his own country, the country that judged him for being gay after being a war hero..
