Can't decide whether to apply to Minerva University or Tallinn Technological University?

Hello, dear friends. I wrongly deleted the original post so I decided to post it again.

I am going to apply to colleges next week, but I can't decide whether to choose Minerva University(USA) - computer science or Tallinn Technological University(Estonia) - cyber security engineering.

About Minerva University:

I have seen some bad posts about Minerva and there is not much information about that university. Education is online and it offers travel to 7 different countries during study time. It became accredited this year and before that Minerva was under KGI(Keck graduate institute). Minerva always mentions that they have a 1% acceptance rate and it is more difficult to get in there than any other college. But I have seen that Minerva makes the acceptance rate artificially lower. I mean when a user enters an email to subscribe, or just register on their website, Minerva considers them an applicant and makes the acceptance rate very low, although it is not that low. So I don't know whether to apply to this college or not.

It is a university in Tallinn, Estonia. This university is very popular and it is easy to find information on the web. some of my friends are studying there and their general review is very positive about the TalTech. The cyber security major seems pretty interesting and they have all the required labs, research equipment and nice professors. The selection procedure is kinda difficult, there are motivation letter stage, internal exam and interview about cyber security.

So I don't know which one to decide, Minerva seems attractive since it is in the USA(Silicon Valley) and TalTech seems attractive since it has a very good education.

What would you choose Minerva or TalTech? And your thoughts about these universities?

It's the 21st century and we're at a university that prides itself on being at the forefront of technological innovation. Why can't Concordia function both virtually and in-person and allow students to make their own choices re: what is safest for them in the coming semester?

What tipped me over the edge to make this post? A recent email I received detailing opening up campus in the fall semester reeks of a certain tone-deafness: "Universities will no longer be subject to physical distancing requirements and masks may become optional". Now, respect where it's due, it says that this is only if "public health conditions remain stable", but unfortunately not everyone wants to be a part of a live-action epidemic model. Especially during such a pivotal point in time with a more dangerous variant of COVID is surging and spreading even to vaccinated people, which could just as well mutate further. And, I'm sure everyone is familiar with this argument already, but people tend to forget that the long-term side effects are still highly unknown and could also get worse with further mutations.

For these reasons and more, forcing a primarily in-person semester does not seem right to me, but to be completely fair, forcing it to be entirely virtual at this stage in the game doesn't seem like the right thing to do, either. But this is where another gripe of mine comes in: both types of people can easily be satisfied. Why can't lectures be recorded and/or streamed to students who prefer remaining virtual, but still remain held in-person for those who would like to attend? This is Concordia, a school I was excited to transfer to specifically because of how much they appeared to value technology and innovation. Surely this is well within reach with the technology we have available to us today?

If you have problems with this idea, I'm almost entirely sure there are reasonable solutions if the right people think through it hard enough. One example: if your problem is with exam-rigging, I would support keeping exams that need it in-person (obviously with health measures in place). I would much rather need to gather somewhere one time than get together with the same individuals a couple of times every week, for a virus that can take multiple days to show, or not even show at all, all while university officials are playing with the idea of making masks optional. (and, side note, most of them are probably making these decisions from a place of their own choosing: be it on campus because they are comfortable with that choice, or the safety of their own homesβ€”shouldn't we ask ourselves why this is a luxury that only they can enjoy?)

Is vishveshwaraya technological university evaluation a scam?

In my earlier semesters , I used to see some really good students who'd fail in some papers and they'd be complaining on how the evaluation is not right,

I used to think they didn't study and now they are crying. Untill it happened to me.

In 5th sem we had a subject called DBMS. , I literally knew all the answers , attempted the paper for 100 marks. Guess how much I got 25/100 and I just couldn't believe it. I applied for revaluation and got 35/100 and passed.

The rumour going around is that they do it for the revaluation money. One of the guys was talking about how one of his aunts works as an evaluator in vtu and they give them a certain target per semester. They need to fail enough students to get enough money ? Is it true , has anyone here had a similar experience?
