(Bloomberg) -- A rising appetite for risk across a variety of asset markets is stretching valuations and creating vulnerabilities in the U.S. financial system, the Federal Reserve said in its semi-annual financial stability report.
βVulnerabilities associated with elevated risk appetite are rising,β Fed Governor Lael Brainard, the head of the Boardβs financial stability committee, said in a statement accompanying the report released Thursday. βThe combination of stretched valuations with very high levels of corporate indebtedness bear watching because of the potential to amplify the effects of a re-pricing event.β

I was coming up to a school zone and a turn. Had a BMW behind me, he got pissy that I didn't notice the green turn arrow, so I stopped for a whopping 1.5 seconds. He wailed on his horn at me, I gave an apologetic hand wave.
After turning, we're in a school zone, so I'm doing my best to do the speed limit (more on this later).
The guy is throwing a total hissy fit for me going so slow. Not sure if he didn't notice the active school zone lights or what, but he illegally passed me in the bike lane and sped through the remainder of the school zone doing 40 or so.
I contacted local PD in the off chance I'd finally get one of these shoulder-passing scumbags jammed up (in a school zone with kids walking/biking home no less). I had front & rear cam, clearly shows plates, but no positive ID on the driver (obviously identity is a delicate subject that is verified from multiple angles in criminal court).
Regardless, a patrol sergeant returned the call, and I spoke with him. As I'm reviewing the footage in real time on the phone, I explain what happens. I come to the realization that GPS has me at 22-24 mph throughout the video clip. I am honest with him, and say, "Hey, just a heads up, GPS does seem to show I was over by a little." He says, "Nah, I'm not gonna give you a ticket for that." He gives me his email, I upload the video.
He responds to the email within an hour, says he's contacted the other driver -- seemingly they have confessed and were cooperating -- and he says that he will be issuing them a summons, and he'll let me know of any developments. He compliments my dashcam system, and seems overall very friendly.
At the back of my head, I realize I've essentially established probable cause to earn a ticket myself based on GPS logging in the video. Clearly the most dangerous person involved is the guy illegally passing in the bike lane and recklessly speeding in a school zone. But it ran through my head that the patrol sergeant might be lulling me into a sense of security and say, "Eh, you get a ticket too for doing 4 mph over in a school zone."
I realize the hypocrisy of ratting on someone for doing something dangerous in a school zone, while I, myself, am technically violating traffic laws. Don't need to tell me twice, I'll watch my speed, especially in school zones.
