How did Pope Clement VII respond to the English Reformation?

I've been watching some videos and reading (a bit) on the English Reformation where Henry VIII became the head of the Church of England, but almost everything I find tells the story just from the point of view of the English.

How did the Catholic Church and the Pope respond to Henry and the reformation? Did they threaten him with damnation? Excommunication? Crusade/military actions?

And if you have time, what was the general response from the rest of Catholic Europe as well? I know that the Protestant reformation was already coming into play, was this seen as some sort of catastrophic event or destabilizing event?

Was Clement of Rome a Pope?

I have long been familiar with, and quite intimidated by, the Catholic claim that Clement of Rome was the second (or sometimes third or fourth) Pope, immediately succeeding Peter. But after reading all 59 chapters of the First Epistle of Clement to the Corinthians I genuinely saw no evidence, implicit or explicit, to support this claim. Throughout the letter, I only saw St. Clement mention and affirm the office of bishop/presbyter and deacon, as already mentioned in the New Testament. Moreover, (as far as I remember) in every mention of bishop/presbyter, it was plural, implying a body of elders. Furthermore, I have yet to find any other Apostolic Father or Early Church Father (such as Irenaeus or Justin Martyr) acknowledge St. Clement as unique in his universal headship/authority.

How do Catholics make this claim historically then?
