With the new and rapid modernization of the Argentinian navy, a major step to free up trained sailors has been taken in the decommissioning of the ARA Nueve de Julio, which will free up around 1238 officers and ratings when completed in early 1971, after delivery of the new carrier is complete. The ship will remain in reserve for the time being, until her final fate can be determined.
Please Wargaming, selling a Boise as well as a Nueve de Julio will generate at least a few more sales and give the US CLs a proper trainer.
Boise is an auto purchase for me. Nueve de Julio is a lot harder of a decision.
I'm fine if it's a straight clone. I'm fine if it's only for a limited time. Whatever it takes to justify.

Nueve de Julio was withdrawn from active service in May 1971 and spent her last years moored at the Puerto Belgrano Naval Base. By the mid 1970s, the rat-infested vessel was in a state of decay and abandonment.[2][3]
From March 1976 and until at least November of that year,[3] she was used as a clandestine detention center. Disappeared people were held in cabins specifically converted into cells, while interrogations took place inside naval base's facilities.[2] At least one baby was born in captivity inside the ship, its fate remaining a mystery.
Wargaming, please let us buy Boise instead of a shady prison ship.

I'm mostly joking but in all seriousness, BIG thanks to Wargaming for releasing both ships. Boise is now an instant purchase.
Each nation has a unique camouflage color set for these "standard" camo schemes and a lot also have unique patterns (for example the JP Type 5 has a unique mix of splinter and polygonal patterns, while the US Type 2 has a unique "frizzled" tiger stripe pattern). I'm curious what the colors/patterns are for Italy/Pan-America/Commonwealth/Pan-Europe, as well as if there are any differences between Bwyskawica's and Friesland's.

Last night, I played a game in my Baltimore (to get the coal) and won, and when I went back to port I had a supercontainer already waiting on me (no idea where the hell it came from?). Anyway, to my surprise it had Nueve de Julio in it. Who else has this? I've seen very few in battles.
Anyway I took it out, and got stuck in a spot facing 2 battleships a couple minutes into a battle, and died. Seems like it has potential but it has those American cruiser firing arcs that I'm not totally used to. Also takes massive damage from battleships apparently even when angled.
After all the fanfare from WG that these two ships come with a mission to get the other ship, it turns out that WG have quietly removed this mission and you do not now get the mission when buying either of these ships.
Of course, WG don't bother making this clear because communication isn't a thing. None of the original articles mentioning these missions state anything about a time limit on the mission (they give a time limit for the bundles, but the bundles themselves do not mention the mission)
Do not buy either of these ships expecting a mission for the other.

ex-Boise, a Brooklyn-class light cruiser, she was sold to the Argentine Navy in 1951, and then was renamed as Nueve de Julio. However, she will indefinitely stay with her US cruiser sisters until WoWS officially introduces the Pan-America ship branch to the game. She carries the same Surveillance Radar as Indianapolis: detection range - 9.9 km, activation time - 25 seconds.

Because other than rofl stomping bad DD players at close range, it seems to suck.
First of all, I have to use a fresh captain, there's no way around that unless I want to waste free XP.
Second, I get that the high arc of the HE shells make it perfect for shooting over islands, but it feels like they don't quite arc high enough for it to be effective because the range isn't that good either. So I have to get closer if I want to be able to shoot anything other than DDs in the caps, but that just opens me up to crossfires which leads into...
Third, repositioning is a pain. I did what I could with upgrades and flags, but it goes nowhere fast and god help you if you want to turn.
Fourth, the shatters. My god, the shatters. It's gonna be long grind to get that extra pen on the HE shells because this ship needs it. Bad. So even in an optimal situation I do little more than pad another player's stats.
And finally, about the only thing it seems to do well is deal with aircraft... which have become quite scarce lately. Probably because everyone has known for months now that CVs are getting a huge rework which is either going to make them really popular (and thus, NDJ really useful) or really unpopular and not good for AA focused ships. And either way, it seems this tier is about the time CV players know enough to avoid going near most cruisers with their planes because I don't think I've shot down any or if I have, it was very few.
So yeah, suggestions on literally anything would be nice because this ship feels very poopy so far.

Also I've watched CC reviews of this but haven't heard any captain voiceovers.
I'm assuming all Pan American warships will come with Spanish speaking voiceovers. Portuguese is an option because of Brazil but I doubt WG will specialise in this, similar to how all Pan Asian voiceovers are default Chinese. Spanish is just more widely spoken despite large population of Brazilian Portuguese speakers.
Are Pan American voiceovers present or still to come?
