List of penalties for overstaying Schengen visa by country?

I have a friend who overstayed their Schengen tourist via due to a predatory situation and he's trying to leave with as little of a ramification as possible. Is there a list of the different fines or penalties by each Schengen country? It's our understanding that there can be quite a difference depending on where he would potentially leave from. He's overstayed by less than 90 days and holds a US passport. Thanks.

Curious about the comparables between countries with min maxed builds. What can the popular country picks achieve by the main kick off of WW2?Bonus points for manpower stats too.

Apparently USSR can hit 150civ/ 250 mil without conquest by Barbarosa now. I've tried it and it's pretty tight to hit all the timings, basically need to hit 150 civ by Jan 1939 to meet these timings. But you're at like 20 mils at that time.
