Apparently USSR can hit 150civ/ 250 mil without conquest by Barbarosa now. I've tried it and it's pretty tight to hit all the timings, basically need to hit 150 civ by Jan 1939 to meet these timings. But you're at like 20 mils at that time.

Note: I know it’s a little mismatched and arbitrary since I’m including groups like the 75th Rangers but not the 101st or 82nd airborne (which I should probably include if I’m being honest), but throw anything and everything on here, especially defunct units.
