Cheng Yu was a brave man from Yan province. During the Yellow Turban Rebellion, after the prefect and the people of the city were forced to flee due to the burning of the warehouse, Cheng Yu and a man called Xue Fang devised a plan to control the situation. They sent a cavalry force near the commoner camp and started screaming that the Yellow Turbans are here. So, the people fled back to the city and Cheng Yu managed to defend it.
Despite refusing Liu Dai's attempts of recruiting him, Cheng Yu immediately joined Cao Cao when the latter entered the Yan Province. Cheng Yu performed admirably in defense of Yan province against Lu Bu by making sure that Juancheng, Dong'e, and Fan stayed out of Lu Bu's hands and Chen Gong's pass was blocked.
Cheng Yu convinced Cao Cao to not surrender to Yuan Shao by promising him supplies. Cheng Yu led his men to his hometown, abducted the townspeople, and had them slaughtered. He then used the human meat to feed Cao Cao's army, which did not know anything about Cheng Yu's actions. Cheng Yu warned Cao Cao to kill Liu Bei and that he would betray him but Cao Cao did not heed his advice. He was able to defend Juancheng by keeping the forces within small and making it an uninteresting target for Yuan Shao and Later helped Li Dian in defeating Gao Gan. Cheng Yu correctly predicted Sun Quan and Liu Bei's alliance at Chibi and was able to prevent the slaughter of a rebel force at the capital by the hands of Cao Pi when Cao Cao had left to deal with Ma Chao. He died in retirement during Cao Pi's reign.

In the book "A New Account of the Tales of the World," Shishuo Xinyu, says that Cheng Yu could not advance to the Three Ducal Ministers position(highest position in court next to prime minister) due to the event when Cao Cao's army was starving, Cheng Yu pillaged his hometown to requisition food; among the food was beef jerky made of human flesh, causing Cheng Yu to lose confidence of the people in the court.
