Why were large sparsely territories such as the Dakota's and Wyoming admitted as US Sates?

I've read that Wyoming was only granted statehood through granting voting rights to women(thus surpassing minimum total voter requirements), but why would states with large population dilute their political power? Why give the Dakota territory 4 senators if you represent New York? Was the status quo unworkable?

The Territory of Wyoming (1868-1890) preceded the State of Wyoming in the US. I made this flag from the arms of the Territory. I am not sure of the meaning of the arm with sword. The motto of the Territory was "Cedent arma togae" ("Let arms yield to the gown"). Perhaps the sword comes from that.

Based on prior years' experience, the National Merit Scholarship Competition SI cutoff for Commended students will be leaked sometime in April. The commended cutoff is important because it also represents the lowest possible cutoff for any state, including West Virginia, Wyoming and US territories.

TITLE EDIT: By "lowest possible cutoff for any state," I of course mean "lowest possible semifinalist cutoff for any state" (the only type of state cutoff), but I ran out of characters. It's still worth clarifying, though.

For reference and comparison, last year's (class of 2020) Commended Selection Index (SI) cutoff on the PSAT was 212/228 (or the equivalent SI score on an SAT make-up exam), and the highest state Semifinalist SI cutoff was 223/228 (or the equivalent SI score on an SAT make-up exam).
