Was there a serial killer operating in Western Pa in 1977? And if so, who was he?
Alleghany and Washington counties in Western Pennsylvania were rocked in 1977, as a series of violent rapes and murders swept across the same stretch of area. Citizen sleuths and private investigators alike had identified numerous possible victims, when in 2000 one of the murders (that of Debra Capiola, age 17) attributed to this phantom killer was solved by DNA.
The arrest of David Robert Kennedy led to testing in some of the other cases, and the following information was made publicly available: that DNA found on the bodies of Susan Rush and Roberta Elam was matching, but not tied to anyone in the system.
After hearing about the murder of Susan Rush, I got very interested in this case and did a deep dive the likes of which I have previously only done on murders within Mainland China, and there is a reason for that -- at one time I worked in the same mall as young Susan. I am originally from the Pittsburgh area, and have driven these streets and moved through these towns, and was shocked that I hadn’t heard about these murders. After speaking with a detective who worked on some of these cases, I am convinced that at least some of the murders below (beyond that of Susan and Roberta) were committed by the same individual or individuals.
Below, I go through all 6 remaining victims and cases, along with my thoughts on possible perpetrators. I know this will be a long, rambling, very “IT’S PEPE SILVA!” post, so I appreciate your time and attention.
I also want to make a note that I do not think this is at all an exhaustive list of all the women raped and murdered in Western Pennsylvania in 1973 to 1977. In many ways then (and let’s be honest, now), Western PA was very segregated, leading to a high likelihood of assaults and/or murders of Black women in the area that were not covered by the wider press. Should you know of any additional cases that fit this time period and location, please let me know so I can add them to my research. I have made a map of where all the bodies were found, marked by color, just to point out how close all these murders were together both in time and geography. To give a sense of their close location: in high school, I played with all of these victims' schools at local invitationals.

As a cadet in Wilkinsburg, Pennsylvania, one of the most crime - ridden towns in the state, I've seen microwave - cooked babies. Mother's selling their children for crack, and when I say "selling", I'm not talking one transaction, if you get what I mean. The academy doesn't prepare anyone for the absolute defectless incarnation of evil that is the ghetto, so I put in for a transfer to a place where cars might not fully stop at a stop sign and some people cheat on their taxes - a small town called Baldwin. Nice town. Nice people. And the destination of the most harrowing incident I've ever encountered.
We got a call one night to respond to a home where apparently a young man had told an operator on the Suicide Hotline that he was going to kill himself with a shotgun before hanging up. His name was Andrew, 25 years old, living with his mother. It was about 2:15 am when his mom came running out of the garage screaming that her son was in the backyard, and to please go and help him. Sweet lady, widow. Her son was all she had. As we approached with our flashlights, we immediately drew our weapons when we saw a 9mm in his hands. And then all froze in disbelief when we saw the other thing - several dozen sticks of dynamite duct taped around his torso littering his chest and stomach all the way around to his back.
His mom hit the floodlights and we immediately backed up when he started screaming that if we came any closer he'd shoot himself. And in his other hand was a torch. "Andrew....Andrew...there's nothing that can't be fixed here, bud. Rethink this, okay??". "Rethink it, huh?", he simultaneously laughed and sobbed. "What would you do, officer, the day you find out YOU have prostate cancer???!!! You think I wanna just fucking wither away??? Just decay into some pitiful skeleton???". "He found out today...", his mother cried. Neighbors began to exit their houses. He lit the torch and ran it across the wicks of the dynamite sticks before either of us could utter another word.
He couldn't reach all the way to his back, but a good two dozen fuses were on their countdowns to obliteration. It was heart wrenching. We knew there was absolutely nothing we could do but advise and order everyone to go back into their homes. The tension rose unbearably the closer time barreled to his imminent destruction in the most violent way.
