Leaders of 12 Russian political parties have signed an “anti-fascist” pact against nationalism, xenophobia and inter-religious hatred.

“Russia, which has over 160 ethnic groups, must be a strong and open country. All of these groups must live in peace. That is the key to our strength,” said Vyacheslav Volodin, a leader of the pro-Kremlin United Russia party and the initiator of the pact.

Though Russian law bans nationalism, xenophobia and religious discord, the agreement said it was necessary to also condemn such activities morally.

“A public and information vacuum should be formed around those who promote fascism, racism, nationalism and xenophobia,” United Russia said in a statement.

Most of Russia’s influential political parties signed the pact Monday in a ceremony at Moscow’s Poklonnaya Gora memorial to World War II that was attended by Muslim, Jewish and Orthodox religious leaders, as well as several World War II veterans wearing their uniforms and medals.

Several political parties that refused to sign dismissed the United Russia initiative as a PR stunt, The Moscow Times reported Tuesday.
