I mean as we've seen in What If, the AI form of Arnim Zola is a genius level intelligence, capable of even destroying Ultron. Say if in Earth-199999, that Zola was a fraction of that intelligence in What If, was it strategically worth it bomb the crap out of Zola just to kill Steve and Natasha?

I bet the hydrastomper has winter Soldier Steve Rogers in cryosleep inside it. That is why Peggy is needed in that universe at that time!
Iβm sure a lot of people had the same thought as me when Steve fell off the bridge. I definitely didnβt hate this episode, but I think it would have been much more interesting ending than Peggy being in the exact same situation as Steve was after the first Cap movie, especially since >!we have confirmation Captain Carter is coming back somewhere!<.
In Captain America: TWS Bucky snipes Nick Fury and is being chased by Captain America. Around the end of the chase Captain America throws his shield at Bucky to stop him from escaping and Bucky catches it. I mean Bucky's holding Captain America's most significant weapon and or defence and it would take seconds from him to shoot Cap but he chooses to throw the shield right back to Steve and not SHOOT HIM.
Why would Bucky return the shield?
Why would Bucky not shoot Cap on the spot?

We saw that he had a clear advantage over Bucky, but we all know that Bucky and the Winter Soldier are two very different beasts. Would the outcome be different if Bucky was back in his Winter Soldier mindset?
And if Walker and Steve went toe to toe, could Walker beat the original Captain America? He does have the advantage of being more skilled prior to the serum, as he was an elite level peak human before he ever became a super soldier. But he lacks the experience that Cap has with his super soldier powers and perhaps lacks Steve's ingenuity and determination.

I think that this is likely the first of many instances where we see Captain Carter. After the episode my mind went to the next likely installment and I think that Steve Rodgers will return as the Winter Soldier in on of the next episodes following Peggy Carterβs adventures.
First, Steve Rodgersβ occupies many moments that Bucky did in the original Captain America film. He leads the cheer for Captain Carter just as Bucky did for him as Captain America in the original timeline.
Second, Iβll address the scene of the Winter Soldiers origin. On the train where Bucky fell and βdiedβ in the original film until he became the Winter Soldier, Steve takes the place of the sacrificial soldier. Although he is revealed to be alive later in the episode, this parallel between OTL Bucky and this TL Steve is clear and will most likely carry on into the follow episodes starring Carter.
Third, you may wonder how Steve is driven into Hydraβs tentacles. At the end of the episode we see Steve sat down and defeated as his soulmate has been lost to another dimension. While I think that even in this broken state it is unlikely he willingly joins Hydra; I think itβs a real possibility that his desperation drives him to search for solutions to retrieve her since he knows she is likely alive after she forced the tentacle monster back into the portal. During this quest itβs very possible that Steve falls into the hands of Hydra and is turned into the Winter Soldier. If not this way, itβs possible that in another universe Steve is captured by Hydra and turned into the Winter Soldier, as the Watcher says βHer one choice gave the multiverse a new heroβ. This hints that Carter may not just operate in her own universe and could encounter a Steve Rodgers who has lost everything and has turned to Hydra as a broken man.
Fourth, from a narrative standpoint the return of Steve as a brainwashed Hydra super soldier is simply too good to ignore. Captain Carter must reckon with the fact that her true love is now nearly unrecognizable and trying to murder her. Her trying to regain the man she one loved would give her conflict even more significance and make her feel even more destabilized in the new, modern world she fights in.
