>I feel the need to inform the house of my departmentβs work in resolving the ongoing humanitarian crises in India. Allow me to start with the situation in Kashmir, the response to which I am coordinating with the Foreign and Commonwealth Office.

My right honourable friend the Foreign Secretary has sent a personal message to the Governments of Pakistan and India that should they request it, Britain stands ready to facilitate talks. It has also been conveyed to them that they are a phone call away should they request it.

Upon Her Majestyβs 20th Government taking office, the Department for International Development has agreed to allocate 500 Civil Servants to be assigned to other departments. This will be available on request from other Government ministers and will solely act to help the smooth proceedings of departmental No Deal preparations.
The Department issues insurances that this allocation will not affect current projects undertaken by the Department and the Department will maintain continuity in all grants issued thus far. To reiterate, this is an allocation to ensure the proceedings for No Brexit Deal preparation goes smoothly and International Development policy on No Deal Brexit will be presented to the House of Commons in due course.
Mr Speaker, there is a procedure ministers will follow in requesting for these additional civil servants. To make a request, the relevant Secretary of State or minister will make a written request to the Department, with details on what is required from the requested Civil Servants. Let us take an example: the Department of International Trade needs 75 Civil Servants. Then my Rt. Hon friend, the MP for Buckinghamshire, or my Rt. Hon friend, the MP for Northumbria, would submit a written request to myself, and I would then proceed from there. The Department for International Development will commit to paying the wages of any assigned Civil Servants, but as a default we will assume that within a 3 month period, the Department shall be reimbursed with any costs necessary, or failing that, provided further written reasoning on why this is not possible. This is to ensure that payments are well documented and naturally to ensure that costs are managed. When all is approved, the assignment will be made and the Civil Servants will continue their service by helping the Department for International Trade in making no deal preparations as smooth as possible.
As a Department, we are committed to maintaining the environment that our Civil Servants work within. Thus, any Civil Servants transferred would only be transferred within their city so a transfer from Westminster to Canary Wharf would be quite negotiable for a prospective transferee. On the other hand, we would avoid a transfer of the same Civil Servant from Westminster to a city like Edinburgh or Glasgow; a change to lifestyle, even temporary, would be detrimental to any Civil Servantsβ ability to work.
