How feasible/effective is it for US cities to create BRT networks throughout the city as an intermediate stop-gap until their subway/commuter rail systems are comprehensive enough? Why don't we see this happen more often?
To clarify, I mean having BRT networks with bus-only lanes throughout the urban core, as well as park and ride BRT to get people to/from the suburbs to the cities.
It would seem that this would be orders of magnitude cheaper and faster to create as a public transit option. BRT is much more reliable and frequent, doesn't get affected by traffic because it has its own dedicated lane, and can be comfortable by having high quality bus stops like Richmond, VA does with their GRTC Pulse network.
Thoughts?

The majority of moderate to large cities in the US have a relatively extensive network of freight rail. Why isn't it being used for commuter rail service?
Specifically, in cities that don't already have their own dedicated commuter rail lines, why aren't freight lines being shared by a commuter rail service?
Sure, not owning the lines would mean the service wouldn't be as frequent as dedicated commuter rail, but it's better than no service at all. The rail lines/right of way is already there, and that's generally the most expensive and time consuming part of building out commuter rail. They'd (in theory) just need to build passenger stations along the rails.
Having said that, why haven't cities made use of these freight rail networks to allow commuters in the suburbs to take the train into their respective urban cores?

(OC) Fredericton, New Brunswick, Canada. Western New Brunswickβs rail network was largely abandoned in the mid-1990s and was converted to multi-use trails. This is a visualization of the capital city if it had kept its rail network and converted to heavy rail (like Line 2 of Ottawaβs O-Train).
