Shorten has not given up on being Prime Minister and he will be laying the ground work already for this ultimate goal.
To be PM he has to be leader of Labor again. To be leader again he needs to position the party so that they want or even insist he be leader. To do that he needs to ensure there is disunity again and a leader who spectacularly fails to win the 2022/23 and 2025/26 elections.
In that environment a leader who unified the party for six years and lost unfairly because of narrative x (as it will have become in a a year or two) will become the person the party needs.
