With the apparent (second!) collapse of Responsible Government in Newfoundland the Dominion of Canada proposes to assume responsibility for a new Commission of Government pending a new referendum as to the status of Newfoundland.
The Commission of Government would be structured much as the previous, with a governor, and eight, rather than the previous six, commissioners. Responsibility, both financial and political, will flow through Ottawa rather than directly to the Dominion Office, appointments will be made by the Canadian Crown in Council and the makeup of the Commission shall be four Newfoundland representatives, two British and two Canadian with a Canadian governor.

I have a short speech to address the house today, as a significant decision is being made in regards to the British Virgin Islands, and our relationship with them, and I feel the house needs to know the nature and reasoning behind this, and what measures are being taken.
A few days ago I received this letter from Governor Rankin. Essentially, the Governor has seen it necessary to investigate serious allegations of corruption in the Territory. Now Iβm sure this house vividly remembers the Turks and Caicos crisis, but for those who might be a tad rusty on their knowledge, allow me to give a brief overview on what our role in this kind of situation is. The UK is the guardian of good government for all territories and dependencies in our possession. This means that we are responsible for making sure that our territories are held up to a high standard of governmental integrity, equal to our own high standards. Our territories have effective autonomy, aside from some key aspects, but if they abuse this autonomy, it is only right that they are put back on the straight and narrow.
As a consequence of our position, we will be supporting the commission of inquiry, running oversight on the whole process, alongside the Governor, to ensure that due process is followed and the truth of the matter found. The commission will conclude with a report, to be sent to the UK government and Governor Rankin, outlining recommendations moving forward. In the past, most notably in the Turks and Caicos Crisis, this has involved potentially suspending self-government until such a time where it can be safely restored, free of any ills.
Until this report is published, we will be supporting Governor Rankin and his team in this endeavour, using foreign office and justice department resources as necessary. The UK government will be hosting a website to keep track of the progress of the inquiry, so that all citizens of both the BVI and the UK can see how the proceedings progress, including options to give evidence. Governor Rankin has decided on an appointment to lead the inquiry, and we shall all be working as a team to get to the bottom of these allegations and do what is best for the people of the British Virgin Islands.
