This is exciting to me. Congress has delegated this authority for way too long now, and this is long overdue. They didn't sound super confident about getting a Presidential signature on the legislation if it passes, but I think there will be enough support in Congress to make this a guaranteed thing.
Notably, this requires a sunset within six months of all existing AUMFs that have been passed since 2001, once the legislation is signed into law. It also makes it so that the President has to go to Congress for authorized expenditures of military funds for things like foreign arms sales, as opposed to the current situation which requires Congress to pass legislation or a resolution in order to block them from happening.
We're well past the time for Congress to start taking back power from the Executive branch, and start reclaiming their responsibilities that they've delegated.
