Guanajuato is an insanely hilly city. This is pretty much the only flat land available, so they carved the stadium right into the cliffs. One of the most unique stadiums I've ever seen.

What's even the point of legalizing it if they're just going to ban it locally?
I am just a couple years out of Grad school (MS Urban & Regional Planning), and work for a private firm whose clients range from smaller suburban towns to βcitiesβ up to 100,000 in/around NY/NJ/CT. We do master planning, land use, zoning- the usual.
Iβm feeling frustrated and would appreciate advice on if I am well-founded in my frustration or if I should basically shut my trap and blindly continue on.
So much of the work we do seems pointless. (Examples as follows)
Is this the norm? Is there some underlying aspect of this process I simply just donβt see? Iβve been working at the firm for over two years- and have a friend from Grad school at a similar firm down South and she feels similarly.
