TIL Roman soldiers were given one pound of meat daily. For an army 120 sheep were killed a day just for the meat ration. Or 60 hogs. Huge flocks of livestock were herded and grazing alongside an army. Roman soldiers were a mule more than anything else. They carried very heavy gear, on bad roads.

Can we talk about the Mule and fixing a few Terran issues with one small change?
TLDR: The mule has become a requirement for simply being on a equal economy with other races, as such we should put the Mule on a cooldown and remove its energy requirement. Leave Scan and Supply Drop as the energy requirements of the orbital, make the mules cooldown equal to the time of acquiring 50 energy.
Design Purpose of the Current Mule
Just in case you were not around during the original release of WOL and some of the design considerations that went into what we have today, here were the main design points for what we know as the mule:

With some of the additions to SC2 that weren't present in BW (MBS, Auto-mining, smart cast etc) there was a general concern about the mechanical requirements being too low. As such "macro mechanics" were included for each race, including spawn larva, chrono boost, and the mule. This required players to return to their base at a set time to complete a mechanical task.

As the game generally follows an asymmetrical design/balance philosophy, each race's macro mechanic was unique and varied. A general idea if you look back on each mechanic is that there was some sort of "choice" required. Do I chrono warp gate or do I chrono probes? Do I inject or do I transfuse/lay a creep tumor? Do I mule or do I scan/supply drop?

With the way the Zerg and Protoss produce and use workers, Terran required something to maintain an equal economy. Outside of the mule, Terrans produce workers 1 at a time and they lose the use of a worker while building buildings. The mule fills a gap that allows Terrans to be on equal economy with the other 2 races.
That all sounds pretty reasonable why change it?
Well to be frank we have come a long way since the original design of the mule. And we have seen some crazy changes in the economies as well as changes to larva and chrono boost. I think there are a few good reasons to make a change while keeping the above in mind. It also solves a few of the other issues we are seeing being addressed in different ways.

Mules are required for an equal economy: Here is the crux of the issue. If we check mining rates in professional games, we will notice the simple fact that mules are now a requirement for having an equal economy. If your macro mechanic is a requirement, it is no longer a choice. If it is no longer a choice then making Terrans choose doesn't make much sense.

Mules should have horse armour and chests.
As of right now, mules act exactly like horses as they can only equip horse armour and a saddle, and donkeys can have a saddle and a chest. Mules can only be obtained by breeding a horse with a donkey, so I think it only makes sense that a mule can have a chest and horse armour.
Someone got triggered at my 2 year old watching ds. IMO ds is pretty safe for a toddler. It involves a ton of walking, riding bikes and cars which he absolutely adores. I don't kill mules, just tie them up. He does not understand the fear of ghosts and thinks nothing of them.

Italian soldier and American soldier hang out with a mule
First time diving behind stores a couple weeks ago. Got this from a Large Place with Lots of Stuff. Christmas themed glassware, Moscow mule mugs, and cereal. The only broken thing was the boombox. I checked and all the glassware should do well on eBay.
