Passed in 1920, the Jones Act requires that goods shipped between US ports must be shipped in American-built, American-owned, American-flagged, and American-crewed ships. The original legislative goal of this law was to ensure a functioning domestic merchant fleet and prevent the shortages of ships that were seen in the Great War. I will say that there is a legitimate national security purpose in this law.
However, this protectionist law is not without drawbacks. It makes shipping goods to Alaska, Hawaii, Puerto Rico, and other US territories a lot more expensive and difficult. This has borne extra problems after natural disasters as the Act ends up preventing relief efforts from reaching the territory.
Should the Jones Act be modified/repealed? If so, how can we replace it to ensure a domestic merchant marine capability?
