The last words that Jasper Sitwell says before he was pulled out the window are "What?! Are you crazy? That is a terrible idea!" Now, this is interesting to me because of one question: why would he say this? I believe that he's having a crisis of faith in HYDRA due to his failure to protect Project Insight.
As seen with other HYDRA agents, they are quite loyal to the cause of HYDRA, willing to die for the cause. Both Alexander Pierce and Vasily Karpov are killed still believing in HYDRA's ideology. So, when Sitwell falls off a building and is saved by Falcon, his chance to die as HYDRA is stolen. He now no longer belongs as HYDRA because he is weak. Due to his weakness, he does not belong in the world HYDRA wishes to create. This is why he spills the beans about Project Insight and tells Captain America that it is a bad idea. He's acting to preserve himself.
After this scene, Sitwell begins to make no sense as a loyal HYDRA agent. If he's giving Steve deliberately bad advice (his plan to prevent Project Insight would succeed), why would he think Steve even listen to him? Rogers knows that Sitwell is a HYDRA operative, and telling him that his plan will fail is a move that would backfire due to reverse psychology. However, if he's telling the truth, then it makes sense to give this advice. I do not think it likely that he was telling the truth to die as HYDRA in order to make the plan fail. That is far too convoluted; Sitwell is a SHIELD agent, not The Joker. As said above, he missed his chance to die loyal to HYDRA. It's likely that this is genuine advice to dissuade the group from going ahead with a failure of a plan.
I saw another theory that said that Sitwell is a triple agent; frankly, I reject this because of the revelation that he went straight from HYDRA Prep to SHIELD. He should be clean, and he was killed because he talked about Project Insight. However, if he had not been killed, he would have been left a man whose fascist principles had been shaken to the core. It's unlikely that he would have been an ally to the Avengers; it's more likely that he would find himself in a situation similar to Rumlow, offering his services to anyone willing to pay for them.
Anyone else? I'm only at 15 of the required mats and the pulses I keep getting are higher than 3 so I'm waiting 8 hours for one piece of candy. I've had close calls but this is awful and will be the first time I ever failed to recruit a character in their week
Maximiliano HernΓ‘ndez has said this is his own headcanon for the character (Citation in comments), and there is some supporting evidence for this in the MCU.
First of all, if Sitwell were truly a Hydra loyalist, his actions in the Item 47 One Shot are completely out of character. He was sent with orders to neutralize two targets, and a true Hydra loyalist would, in that situation, have a) killed both targets, or b) tortured the woman to get the man to join Hydra (for his alien tech expertise). But Sitwell cleans them both up and gets them jobs with SHIELD, which is a very Coulson kind of move.
Secondly, in Winter Soldier, he spills more details than strictly necessary to Cap and Widow. He needed to say something to keep them from throwing him off the roof again, sure, but he drops the names of specific targets in need of protection and gives every detail that he knows that could help them take down Project Insight. Most importantly though, his "Oh my god Pierce is going to kill me" realization comes not while spilling secrets that doom the project, but when describing the algorithm that predicts a person's future by measuring their past. If this theory is correct, he realizes that Pierce is going to kill him because he realizes in that moment that HE is on Insight's list. Because he is loyal to Fury, and Zola's algorithm would predict that.
Thirdly and least importantly, Coulson's "your patsy is legendary" line in The Consultant lends some credence to this "double double agent" idea.
I know it's hardly airtight, but I still kind of like the idea, and take it as headcanon until disproven.

Sentence: 50 years for betrayal of public trust, political corruption, murder, espionage, treason against the United States, terrorism and cyber terrorism.
Bio: Jasper Sitwell is a HYDRA agent who operated undercover from within SHIELD as a high level SHIELD agent. Sitwell was killed in the riots outside the Triskelion during the a car chase involving the Winter Soldier. Sitwell's actions aroused the attention of (then) SHIELD Director Fury who sent forward a team consisting of Captain America and Black Widow to steal proof of the HYDRA infiltration of SHIELD.
Containment Procedures:
Sitwell will be kept in a standard cell at Facility A. He will be allowed to spend weekly time outdoors and participate in prisoner recreation programs, given good behavior.
In the event of an escape attempt, follow these procedures:
1 If not located within fifteen minutes, lock down the building or cell block.
2 If not located within twenty four hours, declare a no fly zone and notify MPSF as well as Nexus HQ.
3 If the prisoner is not located within forty eight hours, notify the Inquisition and begin prepping prisoners with known HYDRA affiliation to undergo interrogation in the Memory Overriding Machine.
Just wanted to lay out some facts, to see if writing them down leads to any possible ideas on Laura's backstory / true identity (in the MCU).
1 - She has a connection to Nick Fury. In Age of Ultron, she asks Stark to go look at the tractor, when it's actually a surprise meeting with Nick Fury. She either called Nick and told him to come over, or Nick contacted her to see if she knew where the Avengers were.
2 -She has access to "research" things, like determining that Sloan was a shell company.
3 - She speaks at least one other language, and is proficient in speaking in a "coded" manner, like when she was talking to Clint about Jack and Sloan.
4 - She seems to be 100% comfortable with Clint's professional life, as though she knows exactly what it entails.
5 - She never leaves their property.
And the one that sticks with me the most, for some reason...
6 - She thinks mayo is a normal condiment choice for a hotdog (from Endgame).
Seeing how mayo is used as a condiment for foods in Europe that it isn't used for in the US, I'm thinking this points to her being something akin to a former "Maria Hill" status Shield employee, but in Europe, prior to her settling down with Clint? Or maybe something like on a "Jasper Sitwell" level, but not secretly a Hydra plant?
I don't see her having any kind of "super" skill and settling down while Clint was still out there in the world of intrigue and assassins. You'd think they'd want to be together.
I compiled this list as a way to procrastinate and figured I may as well share it. It's based on ninewheels0's screen time breakdowns on the IMDB, goes through Black Widow (no Shang-Chi or What If), and is limited to Marvel Studios projects (NOT Marvel Television) and to characters that have appeared on screen for at least 10 minutes.

Now, we enter Phase Two. This was definitely more difficult to work with compared to Phase One but I tried my best.
The MCU's track record with villains has been up and down. Some great, some poor, some meh. I'm of the belief that even in the weakest of characters, there is a shred of potential for an interesting story. So I had a fun idea for a writing exercise for myself.
Whether it's in the form of a one-shot, a miniseries, or a film, here are my ideas for if each antagonist were to receive a solo project.
PHASE TWO:
Trevor & The Mandarin:
It'd be a one-shot following up on the ending of All Hail the King and featuring a confrontation a lot of us have been hoping to see: Trevor Slattery meeting Wenwu, the Mandarin.
Norriss (Scoot McNairy's character from AHTK) would bring Trevor to Wenwu, where Wenwu has to decide Trevor's fate and how to punish him for the crime of impersonating him. Now, Trevor has to talk his way out of being killed.
It'd pretty much be fifteen minutes of Ben Kingsley and Tony Leung working off of one another, with Slattery as the more comedic, relatable character and Wenwu as the calm, menacing villain who's both amused and at the same time, bemused by Trevor.
Norriss can slowly grow sick of Trevor's nonsense which leads him to speak out of turn, getting him killed by Wenwu. By the end, Wenwu can decide to keep Trevor alive but locks him up in his dungeon.
Malekith the Accursed:
A prequel showing the war between Bor and a younger Malekith. We see Malekith learn of the Aether and go on a journey through the horrors of the Nine Realms to claim it and save his people.
Along the way, he's accompanied by his loyal lieutenant Algrim, a sorceress named Waziria who guides him on the Aether, and a boisterous barbarian named Grendell. We'd also meet his wife Alflyse and his son.
With it being a younger Malekith, we could see a mini-retcon of Malekith's personality, with him being a tad more charismatic (basically, a midpoint between his comic personality and MCU personality), as well as being visually closer to his comic self.
We can also learn that the intro of Dark World, since it's meant to be from Odin's POV, was a bit revisionist and that Malekith and the actual battle looked/felt different. Eve

About halfway through CA:WS Jasper Sitwell is being interrogated by Natasha and Steve and tells them about how Insight is choosing targets; "...Bruce Banner, Steven Strange, anyone who could be a threat to HYDRA" (1:15:22, CA:WS).
Steven Strange is mentioned, but according to different timeline arrangements (there are various theories for timeline differences, but most of them put Doctor Strange a lot later than CA:WS), he hasn't even begun his character arc, and before his hand injuries he was just a doctor with no real βthreat" to HYDRA.
Am I not understanding the timeline? Or is there a part of Doctor strange's story that we don't know about? Or is this just a technicality error? CA:WS came out in 2014, Dr Strange came out in 2016.
TLDR: Stephen Strange's mentioned in CA:WS but the movie takes place far before his character arc.
