>This request is for a change in Interstate route number to reduce motorist confusion and improve safety along I-395, in Washington, DC.

>Currently, motorists traveling on I-395 in the District of Columbia must exit right at the I-395/I-695 interchange to remain on I-395. The I-395 then turns north and enters the 3rd St tunnel before terminating at New York Avenue NW (arterial). At the I-395/I-695 interchange the three primary lanes of the facility (the I-395 lanes from Virginia) becomes the I-695.

>Motorists are often surprised and confused by the atypical conditions presented by the termination of the I-395 and the beginning of the I-695 in Washington, DC., and safety studies indicate that over 100 crashes annually are associated with weaving activity as a result of the unexpected exit condition experienced on approach to the I-395/I-695 interchange. Over the last five years, fixed object (attenuator) crashes at the I-395/I-695 diverge indicate 37 total crashes (17 injuries) with 13 crashes (6 injuries) directly attributed to exit condition confusion.

We were driving back from Washington DC when out of the blue a black Rangerover careens over three lanes at 90-100 miles an hour directly in front of us in the left most lane, crashed into a trailer, flipped over the cement median, and then fell on all four wheels on the other side.
We pulled over and I ran out of the car to the undamaged pickup truck that was towing the trailer, and I noticed a guy on the ground. His head was pretty messed up, as was his hand. Very bloody. I'm not trained in medicine, but another guy there was, and he was helping the victim.
We couldn't get over to the other side, because at this section of 695, there is a 5 foot or so hight difference between the inner and outer loops. So, I went into the guys car, and found his cellphone on which I called the first number. It was his wife. I explained to her what happened, and got his vitals. Blood type and stuff. By now, the ambulance had arrived, and I was able to tell her where they were going to take him.
Also, the ambulance for the other side arrived. The driver, though unconscious, had no obvious wounds. There was a woman in the backseat who was screaming. They took them both to the hospital.
Its time to write up the witness report thing, and my mobile is nearly dead, will update and respond when I get home.
And no, uhaul does not have trackers in their trucks for some reason. I'm not in CA and I donβt know how to help or what to advise them. This was their entire life, everything they owned.
