Would Hotchkiss rotary guns be OP in the early years?
For those who donβt know, Hotchkiss made 37, 47, and 53mm rotary cannons, that work in a similar way as the .45 Gatling guns in the mid-late 1800s, and were often put on ships to protect from the emerging threat of torpedo boats.
So my question would a 53mm(2β) rotary cannon be too strong against torpedo boats and destroyers in the earlier tech periods?

Hard time finding RPM for the 47 and 53s but the 37mm had a RoF of 68 RPM.
