I mean, she is a Kiryuin, and some things are just in the genes. Plus, I always interpreted the 'backlight' to be a reflection of Satsuki and Ragyo's charisma/resolve, and Ryuko has both in buckets aplenty!
In terms of 'when' in the show it was used, if such a scene appeared before the 'sister' relationship was revealed it could serve as foreshadowing or perhaps set Ryuko up as either mocking Satsuki or meeting her on her own ground. Post-reveal it literally embodies that they are family.

I did really good with my cravings today. Had a few mocktails, 2 NA beers, and kept busy until late evening. I thought I was in the clear, trigger wise. And then....I talked to a family member.

There's a girl named Jo who has been making short 2-second videos every single day for 112 days in a row where she jumps and does a little heel click. She says she's going to keep doing it until Mark does one back.
I've been watching them every day just because I'm shocked at her persistence. I don't think I've ever managed to do anything 112 days in a row--sticking to a diet, keeping up with schoolwork, streaming videos, etc.
Who knows if she'll ever succeed in getting Mark's attention (assuming he's even real, of course), but I've got to give her props for the effort.

She pondered this. T’hatchi came from a long line of obscenely wealthy and cunning mineral traders who had their fingers in just about anything that turned a profit. Her family’s wealth was the only way we could live in the Central Core with my decidedly unprofitable line of business. Profit was in her blood. “Where is the demand?” she asked.
