Britain has several Chartered Companies that often were granted monopolies and other privileges on some geographic region, the East Indies Company being the chief and most notorious among these. Why did the British government decide to grant such privileges to so many companies?

Also, it wasn't just Britain. Several countries has similar companies. Answers regarding these countries are accepted as well.

What was the economic thinking related to the creation of these companies? Why did they fall out of favour? etc.

It seems that a talking point of conservatives is the inefficacy of government run agencies and lauding of the private sector. How then do they explain extreme customer dissatisfaction of competitive monopolies such as Comcast and other utility companies who are granted geographical contracts?

I'm just curious is all. Am I alone in thinking agencies such as the department of education could be extremely effective if they were a given the type of special treatment conservatives want to grant private sector firms?
