On one hand, if it is a devolved government that is paying for the services through their on tax money, then it would be unfair if people who did not pay into it were able to access digital services.
But, unlike hospitals or other physical services, it is very hard to completely geographically restrict people from accessing digital services. If you were required to provide proof-of-identity then cross-border travellers would be unfairly excluded from the services. Under the Common Travel Area agreement, if I were to go to Ireland, then I would be able to access Irish libraries and hospitals using my British passport. Surely the same amount of freedom should be given to digital services as well?
