Frank Welker Confirms Sequel to SCOOB!, and Reveals He is in Velma
Frank's not reprising his role as Fred in this show (and obviously not Scooby either). The character he plays as he describes it is a little different sounding for him, so they have to play a reference tape for him to get back into the character.
He also mentions that it's a different version of the Scooby-Doo characters and that the show is loosely based.

I was eating dinner tonight and I thought about all the roles and sound effects Frank Welker has performed over his half-century-plus career. It was to the point that he held the post of “world’s highest-paid actor” from the mid-90s to 2011, when Samuel L. Jackson took over the role. If you’ve heard an animal sound effect in an animated Disney film in the last thirty years, it was likely the work of Welker, growling into or around various objects. This is in addition to his roles as Megatron, Scooby Doo’s Fred, Futurama’s Nibbler, and many, many others. Who would you say is anime’s Frank Welker?
