I'd say Bugs Bunny, because the recurring joke to Bugs' rivalry with Daffy is that the former didn't have to do anything to receive a ton of fame, while the latter did and still got no fame at all. Like how capitalism works: Let the wealthy do nothing and still rake in tons of cash, while their workers are worked almost to death for little in the way of compensation.
With actual feats and without applying toon logic. (Maybe a reasonable amount of toon logic but not too much) Donald is composite from the disney movies. Daffy is also composite including space jam.
We aren't taking Kingdom hearts donald in consideration because holy shit that dude is practically supersaiyan tier.
