I am not sure how they are promoted but it seems that those who do well enough have the opportunity to become shipmaster and then fleetmaster, but this confuses me. If an outstanding ground commander is given command of a ship. It's the equivalent of having an army commander go ahead and command a ship. And more than once in the story we see the elite suddenly take up the position of shipmaster and show great command skills (vadum), even in the ghost of onyx book, a new shipmaster who seems to be commanding a ship for the first time knows the doctrine of Covenant naval tactics very well and uses it to stop his opponents. Covenant seems to have military academy, which makes me wonder how much they have to learn at school, what do you think?
After all they don't seem to differentiate between specialist subjects?
Today we got 5 new covenants, and if we continue getting them added there's going to be more and more issues, which is why I want to throw out some ideas on how to improve the covenant system and keep it engaging and rewarding over time.
1. Let us re-roll for a new set of covenants
With 10 covenants, it takes a minimum of 4 rounds to see every covenant. With 20, it takes 8 rounds. With 30 it takes 10. If we keep getting 5 covenants a season, we'll reach a point where the covenant pool is oversaturated, and it will be nearly impossible to pick ones that match with each other as well as with the user's playstyle. Allowing us to spend a heart or two for a new set of 3 would go a very long way in allowing players to get the covenants they want, making the game more enjoyable and allowing for more experimentation.
2. Let us earn more covenant slots
Since the introduction of Stamin-Up, PhD Flopper, and the 4 perk limit way back in Ascension, EVERY Treyarch zombie map has included a way to break that 4 perk limit through a variety of ways; killing monkeys in Ascension and Shangri-La, the ghosts in Buried, wallrunning in Revelations, throwing wraith fires and doing challenges in IX, hell, even killing George Romero gives you a free perk. On top of these few examples, there's also gobblegums and elixirs and easter eggs that give every perk. Even Cold War, with no perk limit, finds a way to slip in free perks through loot and side eggs.
Vanguard is the ONLY Treyarch Zombies game where there is no way to get a free perk (well, covenants). You also only have 3 slots, which is very limiting. Maybe 3 is a good starting point, but perhaps spending a bunch of hearts can unlock a 4th slot, and then some more for a 5th. There could be some sort of side easter egg, or even a main quest that gives a free covenant slot or a random permanent covenant for the rest of the match.
Another similar concept is to allow for more covenants to choose from every round. Re-rolling covenants does this a bit, but if you could buy a 4th slot for covenant options for the rest of the match, it would give so many more options the further you play.
3. Change the pricing of covenant rarities
There is no reason that rare, epic and legendary covenants should all cost the same price of 1 heart. I find it hard to believe this was always the plan; if it was, then why even bother listing every price as 1 heart?
The pricing I'd like to see is;
Rare - 1 heart
Epic - 3 hearts

But they obviously needed the system to get enough Sangheili to serve, and other sources suggest that San'Shyuum officials were trying to cover up the losses, so I guess the system went on for a long time rather than starting after 2525, otherwise it would have been difficult for San'Shyuum officials to explain the sudden shortfall in manpower that necessitated the activation of the system. One theory that has occurred to me is that it is possible that the so-called warrior's honour and culture only existed in some of the noble families and that the rest of the common people just saw the warrior as a common profession? So the Covenant still needs to recruit enough men from the grassroots in this way?
As a Kyrian Prot Pally, I ABSOLUTELY love pressing that button. Throwing all the shields, mass interrupting, and doing massive damage(especially with the new soulbind) feels so damn good. Iβm really going to miss it when we get a new system. I wish some part of that ability carries over, i.e. an AOE talent.

healthcare should be a need for all of society and shouldn't be tied to what value you can bring to some random corporation.
EDIT: My overall intention is to decouple healthcare from corporate control. We need to starve the corporate beast of the power they have over the common laborer. If there are any other ideas instead of M4A/some socialized system I am all for it.
We have seen something similar on the Infinity in the game play animation. According to the books, there is a similar system on the Pillar of Autumn (maybe on the big ships of UNSC?) .But the books don't mention whether large ships like CAS.CCS have similar systems, but they have anti-gravity chairs on board, so maybe they also have larger versions for moving around the whole ship?

I think covenants are awesome. I love that we have four very different factions to follow with different cosmetic rewards and stories. I think being a Kyrian Shaman as opposed to a Night Fae Shaman etc. is a really cool element to add to the expansion. I even think the dungeon bonuses are neat based on your covenant.
I hate however, that as a Kyrian Shaman I am constantly second guessing my decision based on borrowed power. Am I perfectly viable as a Kyrian? Yes, I'm almost done with all +17s. But as a DPS, it also gnaws at the back of my mind that I could be doing more dps, more burst, if I only had those night fae soulbinds. If only I joined a covenant that I do not enjoy thematically. Or maybe I'm just completely gimped because necrolords class ability is so ridiculously good for shaman.
It feels like blizz almost got it right. It's too bad we couldn't have been given the awesomeness of the covenants without dealing with the borrowed power aspect.

I've been explaining how health insurance works in Germany to friends, relatives & colleagues for the past 10 years. Because it's a complex system split in two, I still don't get it right. I often have a hard-time being concise & clear.
I know I don't need to give all details at once. However, I can't seem to pick the right details that will give people a clear introduction. It confuses people and brings in more questions than it solves.
To that effect, I have made this table in an attempt to give a super quick & easy overview.
I have run it past some people and added some details. Anything you would include or leave out? I call it upon the wisdom of the crowd because I'm honestly lost on the level of detail to provide at this point.

Every faction has their respective territories/ number of systems and populations.
Every faction will be in their composite form (for example, the composite unsc will be the combination of pre war unsc+human covenant war unsc+post war unsc or composite Imperium will be the combination of pre heresy imperium and post heresy imperium) as well as at their peak state.
High end feats and capabilities for all factions and characters (star wars legends/expanded universe included) are allowed
Although psykers, grey knights, custodes, and force users are allowed, OP entities like God emperor of Mankind, Sidious, and Grand master luke skywalker will not be allowed unless necessary
Ftl will work at peak capability of the respective faction for every faction in this fight
There will be no orks, chaos, eldars, necrons, prometheans, vonghs, flood, and the like intervening in any of the fights
Sharing technology will be allowed
The biggest flaw of covenant system is its lack of flexibilty and inability of players to play multiple types of content and/or offspecs. It's because of timegating the switch.
It takes 2 weeks (1 reset) and approximately 8 dungeons (4 per quest) to complete. If you completed the covenant change quest this week, you canβt accept new one this week, which means you have to wait 3 weeks (2 resets). I want to raid Mythic and play PvP. I play hunter and I canβt do both, or well, I can, but...
COVENANT DISPARITY IN MULTIPLE TYPES OF CONTENT
Not every covenant is good in every situation. Some are extremely situational.
Night Fae is by far the best option for PvE, Night Fae has 98 % presence in Castle Nathria mythic for hunters. It looks similar in m+, although Kyrian is moving up in priority for dungeons.

Venthyr is by far the best option for PvP, Venthyr has 86 % presence in 1800+ bracket. Any hunter I q into is casting Flayed shot, not Resonating Arrow. Not Wild spirits, which is laughably bad spell in PvP.

If I choose PvE, Iβm intentionally griefing my team mates in PvP (many of them left when they saw Iβm NF when I started queing for 3s) and I am much weaker than my opposition, that is a difference of Wild Spirits versus Flayed Shot.
Same happens in PvE, if I choose Venthyr with PvP in mind, I have to battle undergeared alts in overall in dungeons as 226 geared char, hunter class does absolutely nothing without Kyrian or Night Fae in PvE, our main strength is our AoE on demand burst, which is crippled by absence of Resonating Arrow/Wild Spirits.
BIGGEST PROBLEM
Timegating. Itβs time it takes to change your covenant. Example: We had progress paused for 1 week. I went to Venthyr so I could PvP. It takes 2 weeks (1 reset) and approximately 8 dungeons to complete. If you already completed the covenant change quest this week, you canβt accept new one on that same week, which means you have to wait 3 weeks (2 resets) before you can make the switch again.
Now Iβm stuck in Night Fae and I will be able to play PvP in 3 weeks. Thatβs because I already made the change switch back to Night Fae this week, I canβt accept the first quest to go back to Venthyr.
So when I changed to Night Fae I knew Iβd be able to PvP in 3 weeks without griefing my team mates.

If you were to give tips to patients while navigating the health system what would they be?
Example for me: As a front desk person, I know that the best way to get in with your PCP is by calling at 8 AM. At 8 AM the schedulers are sitting down with their coffee, and looking at the MyChart cancellations that came in over night. They are doing their best to fill them out. So they go down their list of patients that either need to be triaged and having a nurse call them, or calling anyone whose been needing an appt recently.
Ours at our clinic are pretty efficient and by 8:30-9:00 they have that schedule filled out. If you call at 8 AM, when we open, they will take the opportunity to toss you on the schedule since you are talking to them right now, rather than go down the list trying to get ahold of people.
