Everybody who moves from Congress to the Executive branch seems to have to learn the same lesson the hard way, like a child who just HAS to touch the stove to determine it is hot enough to burn flesh.
It seems everybody who was "good" at negotiating in the legislature thinks they can carry that "effectiveness" into the WH. What they never understand is that the ability to negotiate with other members of congress exists only because deals that are cut are never about just one vote or just one issue. Budgetary edits are easy. Earmarks get folded in. Committee assignments become available. Opportunities to grandstand in hearings become available. These are things that can be negotiated for a vote. But the other thing that gets traded for a vote, is a VOTE. And the President just doesn't have a vote in Congress.
There is very little downside for a grifting congressperson who has the leverage to string along the President to get all kinds of things out of the White House and the party machinery and then still renege on an individual vote. The President will still have to come back to said grifter with leverage on another vote, somewhere down the line.
The temper tantrum in the last 48 hours by the White House, over Manchin's latest rug-pulling exercise on the reconciliation bill ^(1) reflects a lesson that Biden failed to learn from his first stint in the White House, unlike his predecessors in the role.
The concessions Manchin has earned with his intransigence have not altered the power dynamics in Congress at all, and unless and until everyone uses the tools at their disposal, he will continue to extract concessions from everyone, including the White House, like Lucy convincing Charlie Brown to give that old football one more kick.
After almost single-handedly negotiating down the reconciliation bill from $6T (a pre-compromise from $10T) all the way down to $1.75T, getting a plum appointment for his wife on a commission, quashing any investigation into his daughter's company for allegedly profiteering in a pandemic, and getting the progressive caucus to fold on holding the line on the bipartisan infrastructure bill, he simply has no reason not to keep holding the WH hostage. His turn as the rotating villian is reaping rewards, because the WH keeps paying the ransom.
