The Treaty on the Non-Proliferation of Nuclear Weapons, commonly referred to the Non-Proliferation Treaty or NPT, provides for a path to leave the agreement.
Article X of the NPT states:
>Each Party shall in exercising its national sovereignty have the right to withdraw from the Treaty if it decides that extraordinary events, related to the subject matter of this Treaty, have jeopardized the supreme interests of its country. It shall give notice of such withdrawal to all other Parties to the Treaty and to the United Nations Security Council three months in advance. Such notice shall include a statement of the extraordinary events it regards as having jeopardized its supreme interests.

Israel has ambiguously denied the existence of its arsenal, also a non-recognized power allowed an exception. When North Korea sought nuclear weapons, the world watched and let it happen.
Turkey watched these and did nothing. After all, they were mistakes and failures of genuine non-proliferation intentions. This all changed in 2018 -- with four new nuclear states being rushed into the treaty, breaking the spirit of its original intention and greatly spreading the weapon. Canada has now tested a nuclear weapon and the Great Lakes Republic shows all signs of moving down that path as well.
Finally, the second use of nuclear weapons as tactical weapons in the North American conflict has established a use precedent which Turkey cannot ignore in its strategic thinking.
In short,
