Let’s say the starting date is 1966, 10 years before the Argentine coup d’etat (although you can tweak it if you find it unworkable).
This is a bill to direct the Secretary of the Treasury of Argentina to establish a National infrastructure program to facilitate growth in future Argentine infrastructure it is to ensure the financing of certain infrastructure projects, and for other purposes.
SECTION 1. SHORT TITLE. This Act may be cited as the “Argentine National Infrastructure Act of 1946”.
SEC. 2. PURPOSE. The purpose of this Act is to establish an infrastructure accelerator program to improve Argentine infrastructure on a national level. Specifics, follow below. (1) facilitates and mobilizes investment in, and the long-term financing of, economically viable covered infrastructure projects of regional or national significance by providing funding for these projects, including through both public, and private sector financing, to accelerate the delivery of high-quality, critical infrastructure facilities through a self-sustaining infrastructure program that mitigates risk with technical expertise and best practices; and (2) Encourages private companies, both national and foreign, to provide assistance and communicate best practices and financing as well as funding opportunities to National, Provincial, local, and regional public entities, to provide assistance with applications for Federal funding opportunities, to promote innovative financing best practices, and to reduce costs and risks to the Argentine taxpayers.
SEC. 3. National Infrastructure Improvement Act. Using amounts appropriated under the Argentine infustruce budget the authority will be granted, and the Secretary shall establish national infrastructure improvement program to provide funding as well as initial and subsequent grants to private transportation companies in accordance with the requirements of this Act.
SEC. 4. Authorization of Appropriations.—For the purpose of carrying out the provisions of the National Highway Directorate Act approved July 9th, 1943, and all Acts amendatory thereof and supplementary thereto, there is hereby authorized to be appropriated for the fiscal year ending 1946, all needed sums in addition to any sums heretofore authorized for such fiscal year; sums will be increased over the following five years with the final sixth year of the program being paid for by a potential future act with the ability to project future growth.
