My parents live next to a high school in Wisconsin. Last year the school ripped up the football fields that border my parents' yard and constructed a football stadium. The stadium's flagpole is next to my parents' house.
The flag is up on the pole 24 hours a day. At night it is illuminated with a spotlight that is at approximately the same level as my parents' deck. After dark, their deck is fully illuminated. They can't sit out on the deck at night without a spotlight at eye level. The light also comes in through a bathroom window, my mom's bedroom window, and the office window. All three windows have honeycomb blinds, and the bedroom window also has curtains. The light is bright enough that you wouldn't have to turn on any interior lights to use the bathroom at night. The light comes through the bedroom and office windows at an angle, shines between the blinds/curtains and the window frames, and bright beams are visible on the walls.
My parents have submitted complaints to the high school, the district superintendent, and the district school board and have not received any useful response. They do not want this spotlight to be shining into their yard and house all night.
My mom told me that one of the school's big selling points for the new stadium was that the spotlights for the field specifically point down so as not to light up the neighboring residential properties. This isn't true, but there aren't football games going on all night every night so they've put up with the game-time spotlights. School is not currently in session and it isn't football season. Someone from the district did tell my mom that it would be "too much work" for someone to raise and lower the flag every day, but if that's the case, then how could the district afford a multi-million dollar football stadium?
What would be the next steps for my parents?
Several months ago the city where I live in Kentucky posted a proposal from a local Catholic high school where our city park land would be leased to the school for $1 per year for 99 years. In turn, the school would pay to construct a new baseball stadium for their private use.
Next week is the council meeting where the 6 members vote whether to accept the proposal.
I, along with a number of other citizens plan on speaking in opposition to taking this public land that is well-used and turning into something that will benefit those outside of our city more than those that live here.
My specific legal question is can a municipality take this public land and essentially donate it to a Church entity for their private use? Is there precedent that this must be decided via ballot versus a council?
I just want to understand options should the council decide in favor of the plan.
Edit: A point of clarification about my intentions. This is not a personal vendetta against the school or church. My kids attend one of the feeder schools for this high school. I have personal friends, who I am at odds with now, that want this field built as their children will benefit directly from it.
Our local soccer team, FC Buffalo, starts their 7th season this Saturday, May 14. The Rochester River Dogz (yes that's actually the team name) are in town. The game starts at 7pm. Lloyd, Frank, and Black Market food trucks will be there. There's covered seating too, in case it rains.

It kinda turned me into a sceptic. I mean, I had an encounter that made me believe in the paranormal, but when you watch a video of what's supposedly a ghost, but you can make out the legs of a spider that is really close to the camera, I'm not gonna pretend yep, that must be a ghost. There's an unbelievable amount of fake out there. I have taken a "cursed photo" that is somewhat believable in the matter of seconds just to proof the part.
I do very well believe something is going on, but it's just so very different from what everyone speculates about. There's simply no way to proof it.
Makes me think whatever has its grip on us can manipulation the time line and reality and mess with stuff how ever the fuck it wants. Wouldn't be surprised if it was something that's way older than humans and was already there. In any case, it's playing cat and mouse with us like its going out of style and definitely looks like it will keep it's upper hand for a while.
