Today marks the end of the development of the Judicial Intelligence Network (al-JINN) and the beginning of a new era in Iran. Phase II of al-JINN’s development coincided with the implementation of the National Intranet (NIN). All web activity within Iranian sovereign territory is now processed entirely by domestic infrastructure. The only links from NIN to the international internet are tightly controlled by the Iranian government. All web activity in Iran is entirely visible to the Iranian government and encrypted to keep it invisible from the prying eyes of the west.

Over the last three years, the government has monitored NIN using conventional techniques, human surveillance of traffic through NIN’s servers and datacenters. Phase III will build off of the foundation laid by Phase II -- the establishment of NIN, data collected and user profiles built by human monitors -- to finally bring al-JINN online.

Data summaries of the government’s human monitor’s operations have been fed into a neural network (al-JINN itself). It has absorbed the ability to identify warning signs that might prompt further investigation. It has been fed crime data linked to profiles of NIN users to identify web-use behaviors that indicate criminality. Thus, NIN is able to predict which citizens are likely to engage in crime even if they already haven’t -- purely based on their intranet-use habits. Such individuals will be preemptively suggested to law enforcement for further monitoring. al-JINN also tracks suspicious individuals’ movements in the real world in real time, using the surveillance cameras installed and linked to the artificial intelligence in Phase I.

As of today, the artificial intelligence apparatus al-JINN will be able to do the following:

1. Build profiles of Iranian citizens. Half of those employed by Phase II of developing al-JINN were tasked with building data profiles of Iranian citizens including all of their NIN accounts, their real world legal identity and name, their criminal history, and their likeness. Having been constantly provided summaries of these operations, al-JINN will continue this effort, continuously updating its set of citizen profiles.

2. Track Iranian citizens. Because al-JINN has access to the ID photographs of all Iranian citizens and is linked up to a nationwide surveillance camera system, it has been trained to

Today marks a new beginning. The Iranian intranet -- called the National Information Network (NIN) -- has come online today after all but a few fiber optic connections to outside the Islamic Republic were severed by Islamic Revolutionary Guard Corps forces in the dead of night last evening. All foreign websites are now inaccessible to Iranian citizens without special permission -- which they will seldom be able to obtain -- so only native Iranian sites are navigable. VPNs are no longer effective, because they cannot connect to the international internet through the remaining links heavily restricted by FATA -- AKA the Iranian Cyber Police. All intranet activity is passed through and monitored in regional datacenters across the nation.

Additionally, the Phase I deployment of video surveillance systems across the nation is complete. Police officers across the country now wear body cameras on patrol; government buildings, workplaces, and homes are monitored.

Together, NIN and national surveillance will enable Phase II of al-JINN.

The end goal of al-JINN is autonomous AI monitoring of the Iranian intranet and physical world. Phase II will utilize human monitoring to begin training al-JINN.

The basis of the AI’s intranet monitoring capabilities will be machine learning from data collected and compiled by human monitoring. Iran will hire 5,000 part time gig employees to monitor and censor internet activity, recruiting from the Islamic Revolutionary Guard Corps but not exclusively. Summaries of these monitors’ activity will be fed to a machine learning program so that it can learn the patterns and warning signs that someone might be engaging in subversive activity on the intranet.

Once al-JINN is brought online, its AI will be able to monitor and track Iranian citizens both online and in the physical world as well as being able to suggest increased surveillance and even the arrest of suspicious Iranian citizens to law enforcement. The effort to achieve this goal will be divided into three phases.

The first phase will construct the necessary hardware for the project.

The Ministry of Information and Communication and Technology considered the establishment of an Iranian national intranet -- or “halal internet” -- as early as 2005. Such a network would be an entirely domestic web service, completely managed and hosted by the Islamic Republic. I've heard a few different things so far:

My question is, what's the reasoning behind it? Who said it, how did they make sense of it. Are there any hadith or other verses from the Qur'an that support the claim, etc.
