The Weapon: Mr. Burn's gun in the episode is supposed to be a Smith and Wesson Special 10, a .38 special caliber revolver. Abraham earlier in the episode shows he has the same kind of gun in the cigar box. Chief Wiggum doesn't match the bullet to the gun, just the caliber and the fact the gun found in The Simpson's station wagon had been fired recently.
When the gun falls into Maggie's lap, it is aimed to her left, but the wound appears on Mr. Burn's left (Which is on Maggie's right)...to the rear of the car. The shooter came from the rear of the car. There is also no exit wound, so the shot had to have been fired at a far enough range for the bullet to slow down enough to NOT pass through Mr. Burns.
The Smith and Wesson Special 10 was a standard issue side arm for American Soldiers in World War II. Both Abraham and Burns were in the same unit and likely had the same issue side arm, explaining why both had the same gun.
Abraham and several motivations for shooting Mr. Burns; he destroyed his home...but also the tontine revealed in a later episode....also he saw Mr. Burns attacking his granddaughter.
Being a combat vet, Abe was likely an excellent shot. Abraham shot at Mr. Burns from across the street, hitting him in the side. In Mr. Burns mind, when HIS gun goes off in Maggie's hands, he thinks he was shot by Maggie allowing him to pin the blame on her.
Bart and Lisa are also called Simpson because Homer inherited the simp gene.
Lisa is also a man, which is why she's called Simpson and not Simpdaughter.

Abe Simpson is really angry about a cloud that's shaped like a star because he thinks it's breaking up the perfect blue sky and that it's communist. Grandpa Simpson will do everything in his power (which is mostly wander around ranting at random people and shaking his fist at the sky) to turn Springfield against the cloud.
The cloud in actuality has no political convictions and is in a shape that children and adults with a touch of whimsy and poetry in their soul enjoy. It will do nothing but float in the sky all day looking cool.
