Do you count the instrumental music in From Russia with Love and OHMSS’s title sequences as theme songs?

Or do you consider Matt Monro’s FRWL and “We Have All the Time in the World” to be the themes for those films?

When I think of Bond themes, I’m thinking of the music played during the title sequences. Those are the films’ main musical showcases after all. So I do include the instrumental themes in rankings and comparisons.

On the other hand, there’s no firm rule that music played during a film’s title sequence must be regarded as the theme song. And technically speaking, for a musical piece to be considered a proper song, it must have a vocal component. Therefore instrumentals can’t be considered “songs.”

Ultimately I think there’s a fair case to be made either way.
