Entering the convention, Gephardt was just short of winning a majority of delegates, having about 48% of delegates pledged to him. Gephardt won the most delegates on a socially moderate, pro-labor populist campaign, which was the FLP's bread and butter. Gore came in second winning over conservatives and white Southerners, and some people who worked in the high tech industry who liked his idea for the federal government to highly invest in high tech to create economic growth. Dukakis won the most socially liberal FLP voters by campaigning on his Massachusetts Miracle, but his soft-on-crime policies in his home state lost him many voters, which put him in last place.
If Gore wanted to, he could give his delegates to Dukakis, which would make Dukakis the nominee, and if Dukakis wanted to, he could give his delegates to Gore, which would make Gore the nominee. Gore realized that as the most conservative candidate he had almost no chance of winning the nomination, and would have to pledge his delegates to one of the other candidates and get them the nomination. He was very different than Dukakis on social issues and much closer to the moderate Gephardt on social issues, but when it came to economics, Gephardt was the most left-wing out of all the candidates (despite voting for DRP tax cuts in 1981) which drove Gore away from him. Gore would either have to sacrifice his social views and get Dukakis the nomination, or he would have to sacrifice some of his economic views and get Gephardt the nomination. With crime rapidly rising in America, Gore decided to side with his social views pledge his delegates to Gephardt, who was conservative on crime. Dick Gephardt became the 1988 Farmer-Labor Party presidential nominee.
After getting the nomination, Gephardt promised to Gore that he would increase federal investment in high tech if he was elected president, which was a show of gratitude towards Gore for pledging his delegates to him, and insurance to make sure Gore wouldn't try to primary him in 1992 if he was elected president and wasn't conservative enough for Gore's taste.
