Would an elected head of state such as the President of the French Republic or United States be accorded the same honors as a monarch when visiting European monarchies in the 19th/early 20th Century?

I know that traditionally European monarchies had strict rules governing the honors presented to visiting nobility based on their rank and lineage. However, during the 19th and early 20th centuries nations like the United States and the French Republic, who have no monarch, were economic and military great powers. Were the President of one of these nations (or other high official such as a foreign minister/secretary of state) to visit a European Monarchy would they be received in the same manner as a King? Or was their station viewed as inferior?

The French monarch focuses are bad

Ok so I tried playing France for the first time in the new patch and decided to go monarchist, now I had done this in RT56 before and found it quiet enjoyable with many choices in my focused on how to make France more warlike. However when I played them in la resistance I was disappointed massively the main problem being there’s 2-3 focuses for each monarchy path.... and there in a weird order like with the Napoleon one WHY for any reason would I go after Britain before Germany when Germany is an easier target a bigger threat and borders me. The small amount of focuses means that I don’t feel like having a Napoleon in instead of one of the other monarchs even makes a difference it just feels bland
